IATA Special Provision A197 provides an exemption for certain environmentally hazardous substances, most commonly UN3077 (Environmentally Hazardous Substance, Solid, N.O.S.) and UN3082 (Environmentally Hazardous Substance, Liquid, N.O.S.), when shipped in small quantities.
When Does A197 Apply?
Special Provision A197 applies when:
- Liquids are packed in 5 L or less per single or inner packaging.
- Solids are packed in 5 kg or less per single or inner packaging.
When these limits are met, the shipment is not subject to the other provisions of the IATA Dangerous Goods Regulations, provided the packaging complies with the applicable general packaging requirements.

- UN3077 – Environmentally Hazardous Substance, Solid, N.O.S.
- UN3082 – Environmentally Hazardous Substance, Liquid, N.O.S.
